About Neal Consulting

 Neal Consulting Services, LLC provides independent cybersecurity consulting for industrial control systems (ICS/SCADA) and critical infrastructure, with a specialized focus on water and wastewater utilities. Established in Texas effective April 30, 2013, the firm is led by Michael Neal — a cybersecurity professional with more than 30 years of experience and certifications including CISSP, GICSP, GRID, GCED, GNFA, and PMP. Neal Consulting Services brings hands-on, utility-side expertise to every engagement, grounded in real-world OT experience, not just theoretical frameworks.

What we do

 Neal Consulting Services helps utilities and critical infrastructure operators understand and reduce cyber risk in their operational environments. Core services include:

  • Network & Cyber Assessments – Evaluating ICS/SCADA network architecture, segmentation, and security controls against industry frameworks and best practices.
  • Incident Response & Disaster Recovery Planning – Developing practical, tested IR/DR plans tailored to the realities of OT environments.
  • ICS/SCADA Security Advisory – Guidance on hardening, monitoring, and governance for control system networks.
  • OT Network Architecture & Implementation – Designing and implementing secure ICS/SCADA network architectures aligned with NIST SP 800-82 Rev. 3 and the Purdue Enterprise Reference Architecture (Purdue Model), including zone and conduit segmentation, DMZ design, and secure remote access — ensuring secure data transfer between the ICS network and the business network.
